chatty-side-bar: set unused protocols to not be visible

The side bar can be a bit confusing ("New Group Message" is sensitive instead of hidden, and there are two new chats with MMS and SMS). This attempts to clean it up so it is a bit more user friendly.

If there is only one protocol, it will just use a button with the "+" sign, and the popover is only shown with multiple protocols.
