location-banner: Tweak the Public folder banner title

Automeris naranja requested to merge automerisnaranja/nautilus:public-folder-banner-string-tweak into main

Don't use "Turn on File Sharing [...]" in the banner title, as this won't make much sense if file sharing is already enabled. Instead, show a explanation similar to the banner from the "Templates" folder.
