Apply display settings to GDM session

Rastersoft requested to merge rastersoft/gnome-control-center:allow_to_set_gdm_settings into main

This MR allows to copy the monitor, mouse, touchpad and other configurations from an specific user into the GDM session. This is useful, for example, when the user has a laptop with an external monitor, and the internal one is in an awkward location, because with this it allows to have the Login window in the main monitor.

It is based on a DBus service that allows an specific user to set GSettings properties in GDM. Implements Teams/Design/settings-mockups#47 (closed)
