Delete mono-develop.md as monodevelop stopped development for many years

Mono develop stopped development more than 5 years https://github.com/mono/monodevelop

Its availability is questionable, there is no mono develop in Debian/Ubuntu and not in Flathub.

It does support GTK development, but the default template is GTK#2.0 😅

Having this page is misleading.
